Is Wisconsin bass season open all year?

If you're 13 and don't need to buy a license.

Also i dont keep any bass if there is catch and release all year.

Bass Season doesn't open until the first Saturday in May throughout most of Wisconsin. Go to your local sporting goods store or DNR station - they should have the Wisconsin regulations for 2009 already.

However, Pan fishing (bluegills, crappie, perch) is open all year round.

Keep in mind the northern zone is c&r only until the 3rd week in June.  The boundary for the northern zone roughly follows state highway 64.  JM Richardson is correct, get a copy of the regs.  Even if you don't get a license, they are still readily available to you wherever licenses are sold.  You still have the same rules as anybody else, so read up and have fun fishing. :D

check with the dnr ... i know the winnebago is open year round ... altho if fishing from shore thats a big water ...

Mississippi river opens up on the 31st of this month i beleive... at least down by the iowa border :D;):)
