The fins are made of lexan, epoxied into slots. I'm pleased with the action. It as a nice side to side motion and can be crawled on top or cranked down to about 2 ft.

I take them out of the original bag because the original bag is wasted space. I put them in smaller Ziploc bags and squeeze the air out of them to save space.
