Would it be dumb to throw buzzbaits and poppers and frogs in shallow colder water? Or are the bass not going to attack it becsuse of the cold water temps. Around 40's and 50's

Bass are unpredictable. To the best of my knowledge, my coldest topwater bass was 49°. My advice would be to try it but not stick with it a long time if you're not seeing any action.

I've never attempted to topwater fish during cold water periods in your and my area.however, i have caught countless pre spawn bass in 2 foot or less of water pitching jigs for walleye or throwing flat sided squarebills in the same area. They are there but i don't know how the topwater bite will be. worth a try i guess.

I've caught bass on buzzbits in 40 degree water in March and on Spooks in water not much warmer.  I'll be the first to admit that they were far from what I assumed the bass wanted, but I experiment a lot with presentations after ice-out and I don't rule anything out.  What do the pros say? 'Let the fish tell you what they want and how they want it.

There have been reports of guys deadsticking or very slowly working large floating swimbaits with some success but this is something that I have not personally tried.

Like they guy that caught a bass with a shoestring it will probably work somewhere, will it be the most productive lure you could be using in the cold, probably not.  My coldest that I was whiling to put time into was late November water might have been in the low 50s high 40s.  In this argument ts all about time, do you want to spend time with a lure that is known to produce in warmer water?  Bass resource posted an article about using buzzbaits in spring with bedding bass, I never tried it, but will this year water temps are higher and around here wont be till late April maybe May..

Not really a topwater but the Rapala Subwalk has been effective in cold water.  It's like a spook that runs 6" deep.  You can work it slow and pause it or bring it back quick and snappy.

A floating jerkbait twitched on top and then deadsticked is a pretty effective cold water tw bait.
