Most Bass in my area run 12"-16" with a "nice" one toping out at around 18"-20". I usally throw a 2" Rebel Pop-r and caught alot of bass on it. I have some bigger 2 1/2" and 3" Pop-r's but wonder if the "smaller" bass will still hit them and get hooked up. Any thoughts on lure size vs. fish size ? Is bigger always better ? -Thanks

They will hit the larger ones  no problem at all.  My favorite hit so far this year was a big bull bluegill on a 2.5" Pop-R this past Monday.  I thought I had a big smallmouth with the blowup on top of the water. 

Bigger isn't always better, but don't think because fish are a certain size in your area that you cannot increase the size of your lure and still get bit.

my favorite one although no really a true popper is the 4" storm chug bug.It will catch fish of all size

When I know the waters I am fishing has a lot of small bass I stay with baits 2 to 3 inches long. Some days you can catch a ton of smaller bass that way.

I use the 2 3/4" skitterpop as my favorite popper. You would be AMAZED at the number of 4" - 6" bass you catch on it, not to mention some nice bluegill. So yes, even a 3" + popper is good for average bass.
