My new pqr 1000H round baitcaster (just bought still in the plastic) has a 4 pin centrifugal breaking system. I have two breaks on. Well every time I cast it makes a weird noise coming from the pins but cast fine

If you add "noise" after "1000H" in the title, then maybe Mike of DVT will read the thread and give you an answer.  Sorry, but I can't help other than offering the previous advice.  Always helps to be a little more specific in titles so the right people will read the thread.

Have you tried turning the brakes off to be sure they are the source of the noise? If so, try cleaning the brake drum with alcohol and apply a very thin film of light oil. Let me know how you make out.

It must just be the model because i turned off all the brakes and it didnt make it and when i turned them on it did even after oiling brake drum

you might try putting a very small drop of oil directly on the brake tab itself, try working it in with your finger.
