Look like live bait hooks but depending on the size they may work for wacky rigging or nose hooking a dropshot worm.

they're kinda large so I'm guessing you're right about them being live bait hooks.

Live bait.

But there's no reason you couldn't use them for certain soft plastics.

The bend at the shank will prevent rigging cetain plastics straight if the eye and point aren't exactly in line.

Top one looks like a live bait hook, commonly used for catfish and carp. 

 

Bottom one is the same type of thing, meant for a snell knot type setup (notice the angle of the eyelet).

Snell them and wacky rig a worm or nose hook a fluke or Gulp Minnow / Leech
