Can anyone help me with estimating what generation this St Croix legend elite blank is?

All the newer blanks are blue or green and have the IPC & ART Technology line in the description.

We would need the serial number for that

The rod pictured is the legend that came before the blue/green flip generation. It dates back to the late 1990's or very early 2000. The serial number would give you the exact year.

That looks like a custom build, so no SN will be present.

 

Rootbeer Pearl came after the matte green.  Matte green was discontinued in the early 2000s.
