So there's a lake called carbon canyon in Anaheim. There aren't much big bass except some 3-4 inch baby bass which are really fun to catch. Any lure recommendations?

Baby bass come from adult bass, leave them alone.

Micro lures can catch big bass. Texas State Record 18.18 lbs was caught on a Crappie jig.

1/120-1/64 oz Turner Jones micro jigs are the smallest I have used for crappie and occasional caught bass between 4-6 lbs at lake Sherwood in the 70’.

I've always had luck with tiny 3" trout worms.

Berkley makes some small trout worms that would work well.

Also the 1" gulp minnows would be great. They catch everything.

Try a number 2 or 3 Mepps Spinner.

1/16oz Panther Martins, trout magnets, Luck-E-Strike trout worms, and 1/12oz Kastmasters all work for baby bass. Personally, I’d ditch all of that action and throw a Ned. That way, you can still catch the small bass, but you also have a shot at bass > 1lb

I recommend a 5" long stickbait.  I seem to catch dozens of 4 inch bass on those every year and not much else ?

A 1/16 or 1/8oz Warden's Roostertail is one of the deadliest tiny bass catchers out there.

Actually CC is in the town of Brea.. There are other park lakes in O.C. that are better suited for catching adult bass.

I was catching big bass there until almost all the bass were fished out of the lake so it was hard to catch big bass. I also catfish there so I have to catch something to keep myself entertained.

Mr. Crappie Slabalicious swimbait with a 1/8oz. underspin jig head.  They don't seem to work all that well for me with crappie, but I've caught a few bass and large gizzard shad with it.  

 

Also, the Ned rig seems to do well.  I caught an 8" largemouth with one yesterday.  

I caught my PB small mouth on a Bobby Garland crappie minnow on a white road runner jig head on a 6’ ultralight with 4 pound test.

 

Works for largemouth too.

Renosky Keystone Minnow Jig on 2lb mono

Since the '80s my go to artificial bait for panfish, small saltwater bait, crappie, and generally really slow days when you wonder if there are any fish left in the water has been one of Charlie Brewer's 1" or 1,5" Crappie/Panfish grubs on a teeny weighted hook of some sort, and nearly always in green or chartreuse glitter. And sometimes the big fish bite 'em. I never leave home without a bag.

Grab your biggest hard swimbait and throw it, you can bet the little buggers will get hooked just to ruin the action of the bait, that's what happens to me pretty much everytime I fish with hard swimbaits.
