Carb question 25hp mariner / merc...

Rebuilt the carb and it wont stay running for more than a minute without being choked... Taken it off twice and cleaned real good with carb cleaner and air.  Replaced all fuel lines and filters.  Also changed plugs.

While searching the web I found this pic. My carb has an extra gasket between the pump body and the diaphragm. My question(s):

1. Should I take the extra gasket out like in the picture?

2. Should the extra gasket go in spot 1 or spot 2? (before or after the diaphragm)

I could be wrong or right. But I've built many small engine carbs and I put it before the diaphragm. But like I said I could be wrong or right.

thanks boss.  so you put the diaphragm right on the end plate.  so the extra gasket should go in spot #1, right?  I won't hold you to it but that seems the most logical.

Ok so after looking at the picture it should go like this. 2 should be the extra gasket and 1 should be the diaphragm. as I was looking at the picture I. Seen there could be a couple other problems that could also be your problem. Can you give me the link where you found this picture? Oh and another thing never ever clean your crab with crab cleaner. Now some people will say that I'm wrong but crab cleaner and other things alike can dry out some of your gaskets and o-rings.  They sell stuff to clean your crab with at auto stores I can't think of the name right now
