Wanting to silence rattles in a hard plastic baits. What is the best material to fill chamber with that will not affect  buoyancy and weight?

 

Epoxy, supper glue, expanding foam, JB plastic weld, 

What is works the best?

I know you can get baits with out them, removing the rattle balls would effect the weight., plus once you filled the hole it might throw off the balance. Drilling a very small hole and filling with foam. If you make sure the rattle balls are down on the bottom when you fill it , so the bait will still run true. 
  Might be easier to buy without the rattle.

Two things to keep in mind, first, some lures have more than one chamber with bbs or rattles in them, and you want to make sure they end up at the bottom of the lure reasonably centered. I don't do it much anymore, but caulk in a syringe works well, and it seals it's own hole, so a one step project. If you have translucent colors of a particular bait, if you shine a bright light through it, you can get a good idea as to what you are working with before the surgery. 

I'm sure you've thought of this, but be careful not to inhibit any weight transfer system the bait might have.  

 

I would tend to agree with @GRiver, many baits offer a silent version.

 

 

I've used JB weld in the past. As @Deleted account stated, they typically have 2 chambers (1 for weight transfer with a larger bb, 1 for sound with multiple bbs). On all of mine the weight transfer was on the bottom of the lure and the sound just above the bill. I drilled a small hole and worked a bit of JB weld into it with a toothpick then i shook the bait around to get a feel and make sure the sound bbs were lying center. Let it dry completely and it seemed to have no discernable effect on action. 

 

Keep in mind weight transfer will not be in the same place on all baits, but you can often see the weight transfer bb through the bill of the bait.
