No Perfect timing ?

Wonder how many times someone who isn't as greedy gets away with this? A single 3oz sinker in a 5lb fish probably wouldn't be noticed? These guys stuffed 8lbs of lead in 5 fish and though nobody would notice.

The whole dead fish weigh in thing certainly allows for it.....one would assume every fish would get cut open by an official, but I'm wrong obviously
