Just so you know before you start bashing an entire race of people in the future the use of hand lines is permitted in your state(3 max).  There is also a year round season for sunfish with no size mimimum and 25 per person.  

So unless the "sweethearts" you mentioned left with 76 fish that day or were fishing with 10 hand lines they broke no laws assuming they had a license.  I guess they are easier to blame than you thought.
