Take yourself some dry dogfood and wet it down with water. let the water soak in, the make yourself about a softball size of it up in your hands and toss it in the water. Don't pack it to hard, you want it to scatter out some after it hits the water. If the shiners are near, they will get it in just a couple minutes. Be ready with a cast net.

Hog feed is cheap, $11 for 50#. I've found that a #16 or 18 Dry fly hook with the barb pinched down works well. I'll bait the area the night before and when I come back I'll throw some oatmeal out. If the shiners are there you'll know it. They will boil the water. The barbless hooks have less trauma to the shiners in hook removal. They are more fragile than you think. Instead of bread balls, try "Crappie Nibbles" Powerbait. Cut each/nibble pellet into 8 pieces. It holds to the hook better than bread or dough balls.

This time of year you will want to keep the water cool, if you're using the lake/river water put frozen bottles of water in the tank.

The Shiner start really helps condition them. Whether you net them or use cane poles & small hooks.

Take the kids with you they'll enjoy helping catch the shiners. In the winter I can keep 5-6 dozen in a 20 gal tank for a week. But in the summer like this I use them as soon as I catch them.

It also helps to have more than one shiner hole.
