Can someone explain to me why bass are more aggressive on cloudy days? Also i have noticed that the bass hit my jerk baits and crank baits more when its cloudy and windy. Any help would be awesome. Thanks!

It's not the same for me....On cloudy days i find them more scattered and harder to catch.

when its windy it affects the amount of and how the light penetrates the water.

The water is cooler and has no shadows, so bass will more easily move into shallower waters and cover more ground. I don't know if they are any more aggressive, but you do have a higher chance of catching them away from cover that they normally hide in on sunny days. Hope that helps some.
