Prop baits???

I have two prop baits where the blades don't spin freely. One is a wounded zara spook and the other one is a brand new 5/8 heddon torpedo bait. I noticed today the spook is actually turning over instead of the blades rotating. Is there any way to fix these so the blades rotate freely? Thanks for your help and suggestions

Back the screw that holds the blade OUT about 1/4 turn.  Bending the blades SLIGHTLY forward may assist them as well.

Not too sure about those baits in paticular, but I've had props on tiny torpedos that wouldnt turn because the eye screw the propellor is on was too tight. maybe take some needle nose and back it out a bit and see if that helps.
