Quantum Optix And Other Things....

So I have 59 $ on an academy gift card and need a spinning set up, I was lookin for a light set up 4-8lb test range and I see this quantum optix.. fairly cheap price 30 $ which leaves me enough to grab some line for it and maybe a couple of other things.. not sure... I just wanted some advice on what people though eother about the optix or give me possible other options... not wanting to spend more than the 59$ and that includes shipping... maybe I'd pay the shippin for something highly recoomended by a good bit of people... thanks... also I should I go mono or fluro on this type of set up... thinking mono.
