High pitched vs. low pitched rattles

I purchased a new rattle bait (Bomber) and it said on the package they made a high-pitch and low-pitch for variety of conditions.  High being for windy or stained water and low for clear or calm water.

After reading some in Bassmaster how a fish not only feels noise way more than it hears it, how does high and low pitch effect the lateral line?  I would think low pitch would be for stained, not high pitch.  Doesn't that seem backwards?
