I have 2001 Javelin Renegade 20 with Johnson 225 the boat doesn't seem to lift nose of the boat up before it is blowing big rooster tail do I need to lower jack plate and what should be top speed I am running a 14.5x26 Scorpion S/S prop

If I were you try searching the web for Javelin or Stratos 200 boat setup to determine the optimum setting for jack plate, prop, etc.  The boat should be in the low to mid 70s depending on load, fast hull! 

From the little bit I do know, sounds like your jack plate could indeed be too high. I've adjusted my 150 up and down and found its sweet spot at around 3 1/4 inch below. At 3 1/2 theres no rooster tail, at 3 theres a huge rooster tail, and at 3 1/4 theres just a little rooster tail and best top speed. I used this guide to adjust my jackplate and measure it properly......
