i want to start to build jigs and i know cabelas has alot stuff to make jigs and i just live down from the street from cabelas but how would i start and what would i need to start out with

From scratch? Jig mold, lead melter, lead, epoxy, weed guard, powder paint, hook, skirt, skirt collar, rattle, rattle collar, and time and energy.

you said it chris!!!!!!  it would be easier for you to just buy blank jig heads and build the skirt your self.  you can also add rattles easy enough.
