what is needed to make my own jigs? i am talking tool wise, not really materials.  is there a tool to assist in getting the strands in place, and tying/fastening them?  any help is much appreciated

I haven't poured my own heads but I've put together a few skirts. The skirts I've made were with o-rings and the skirt material that is connected on the ends. I layer the skirt material with the colors and to the thickness I want. Then I use a pair of pliers(the kind you use on C clips) to open up the o-rings and pull the skirt material though. After that I just cut off the connected part and the skirt is even. There are pliers made just for this and a tube tool(like the kind used for wacky rig o-rings). If the jighead has a barb or collar just slide the skirt/o-ring over it and it should stay.

I've never hand tied jigs so I can't help with that.
