If you have not read the chapter in the book "The Complete Book of Tackle Making" on making wired baits such as you are trying, I would suggest to start there.  They describe how to use wood and nails as a wire former.  They also discuss how to pick wire and spoons for such tackle.  I was amazed at what little it would actually take to get started.  There are a ton of chapters in this book and can be overwhelming, but they break it down by style of tackle.  After reading it you might find that you spent better money on this than on a tackle forming device.  Just a word of advice.
