I think youre top speed sounds about right for a 18 ft. boat with a 115. A buddy of mine has an 18 footer w/115 and it does around 45 on speedo so I would say on gps it will do around 40. The pulling to the right is normal, it wont change unless you switch to a 4 blade prop or get hydraulic steering. since your boat is a fish-n ski its hull is designed to be a compromise between stability and speed.

About the middle of the rear aspect of your motor, there's a little plate sticking out of a round disc on the upper part of the lower unit of the motor. That is a trim tab. Check to see if it is out of center and fine tune it by adjusting it slightly the other way that it is pulling until it straightens out. Hope this helps.

Yomonk maybe be right.  I had this problem on de-acceleration, I adjusted the tab and everything is fine now.  You mentioned 24" pitch.  This sounds to high of a pitch for a 115, Have you tried W.O.T. ?  5,200 rpm's is max rpm's, but shouldn't the pitch be 20-21" ??  You can check mercury's website for verification.
