Adding a Deck the same height as bench

ok, id like some opnions please.

im adding a front deck to my 14' boat. on this boat there are channel brackets that the wood bench seat were attached to. i want to add a deck from that point to the front of the boat.

can i just use some more channel along both sides to the Eye bolt hole and flathead bolt them to the side of the boat?  then cut  5/8" ply for the deck it self?

not wanting to lose all the space under it i also want to maybe put in a storage spot. can i use 3" PVC to support it underneath?

waiting patiently for the masses to stear me in the right direction.
