I have a 9 foot plastic Pelican, and have the trolling motor on the front.  It is hard as heck to steer and keep it where I want it.  My buddy at work says I should have the motor on the back of the boat.  Is he right?

Yes, it should be at the back. The reason it's hard to steer when it's at the front is because there is nothing on the stern of the boat like an outboard motor to keep the boat stabilized and act as a rudder. I would guess you have a hard time keeping the boat straight right?
