Attack Pak Paddletail

I bought some of these not too long ago and just have had no luck in a pond where worms otherwise work great.  I've tried to swim it on the top and texas-rig mostly, with the latter letting it drop to the bottom with a little bounce slow retrieve going on.  Every now and then I'll feel a bite and then the lure is gone, most likely a small fish grabbing the tail.

Curious if anyone fishes this lure and how you fish it that works.  I like trying new lures but it really erks me when they take up space in my tackle box because they aren't catching any fish.
