Looking at buying a 2000 key west 1520 w/ center console and switched motor for a 70h Johnson. Don't have a Tm yet but I'll get a cheap 1 to last a few months till i have about 800 to waste lol. but yeah is it a waste of money or could it have some potential.

Looking at the picture, other than no back fishing deck, I do not see why it wouldn't. It should make a good stable boat.

I have my reservations about Key west in particular, the hardware can be "not the best".  example, look at how the seat back mounts to the aluminum framing.  Not alot holding it on, not alot of surface area supported, etc.  Small stuff, but on the salt, things that aren't made top notch,....fall apart.

That layout is very versatile set up for a small boat though.  I have a 15 Whaler jet.  Exact same set up but with an inboard. (mine also has padded cooler as seat in front of CC)  Boat is great for chasing bluefish, stripers and water skiing in the lakes.  I did fish it once with my dad, in a lake, during a test run after switching out the power plant and we had a blast.  Caught fish all afternoon in comfort.

The swap and sell forum on many boards is probably your best bet on a cheap troller.  This site has a lot of members, so they often have cheap trollers.  2 of my 3 have come from here.  Or, if there are some localized boards, where you live, they are a great place too, and you can pick up, and not pay to ship.
