NEED HELP STARTING AN EVINRUDE!!!!

I got this 1988 Evinrude 2.5 HP 2 Cycle. It hasn't been ran in years. On the front of the enginethere are 2 knobs. The left one has a picture of a gas tank with an X thru it, a regular gas tank, and the knob shown pulled out a little, then more, then all the way. I'm assuming this us the choke?? The knob to the right looks like a volume switch and just keeps turning and turning either way. On the top of the motor there is a lever I can move back and forth. No idea what its for.

My other question is the fuel tank. Do I need to pump the gas first? The long lever on the right of the engine that moves up and down, is that the throttle? Which direction is slow/fast? I have no idea how to start this thing. I took the spark plugs out and they still spark. There seems to be compression. Just don't get it. Any help would be much appreciated.
