What’s missing here

What’s missing on the steering unit on my boat. When I bought it, I noticed when I got home it had this bolt/screw but it was not screwed into anything.

I doubt anything is missing, just looks like there are holes there for different options to mount the steering arm (I doubt that is what it is called) to.

That what I was thinking too but the guy I got it from when we test drove it said he thought something was missing because he thought it was steering a little harder than did in the fall but it was pretty cold (36 degrees) when we test drove it and it is a older boat. 2001

I am guessing it is the mounting hold for a kicker motor or dual steering like so:
