Whatsup, I live in the Pacific Northwest and fish off of marinas and docks, and looking for a affordable (less then 80$) medium light to medium heavy rod and reel combo that can be used for using bait (like frozen shrimp) and lures like spoons. The fish I target include green ling, sculpin, perch, rockfish, flounder and dogfish which are tiny sharks almost none of wich are vary big but occasionally lll catch a big rock fish, flounder, or dog shark but where i fish I have not hooked into anything that cant be pulled up using my 36 inch dock demon deluxe but thats not always ideal. Thanks.  

A Penn Pursuit III combo or Penn Fierce III combo should do you just fine.

If you are willing to invest up to $150-200 you can get a saltwater Ugly Stik rod with Penn Fierce spinning reel. I have a couple of these combos and I have caught lots of snapper, snook, tarpon, grouper, sharks, etc. You can probably find this gear on sale and save more money.
