i have an old 16' closed bow fiberglass boat that i'd like to put casting decks on. I've searched and learned a lot but still have a few questions. Is cutting the closed bow portion of the front to add a deck a bad idea? and how would i attach the bracing for the deck to the boat. Thanks

Yes you can cut the deck.  The best way would be to glass supports along the sides and then attach your deck support system from that.

You might want to go to www.Iboats.com, register and ask the question there.  They have a lot of guys that have done work on the older covered V hulls and could give you tips or pointers on what to watch out for.
