I just purchased a 4 way rocker switch panel from cabela's it says it has two 5 amp and two 10 amp breakers do I need to wire my bilge live well and with nav lights with in line fuses also or is that the purpose of the breakers I am new at this any help advice will be appreciated

The pump motors need to be on the 10 amp breakers.  The lights on the 5.  No inline fuses are needed if the circuit is on a breaker.

Thanks kart another ? can I wire the bow and stern lights on the same switch even though they are just on/off and not 3 way.

Dividing watts by volts will give you amps. i.e : 30watts divided by 12 volts = 2.5 amps so just make sure you don't over load the circuit you all so need to use the right size wire. Just remember you don't want to put all your eggs in to one basket if the breaker trips and you have a short you will lose every thing running off of that breaker. As for double protection using a fuse and a breaker if they are the same rating meaning both say 15 amps normally the protection device closest to the power source will blow or trip first , it is not necessary unless you are trying to protect say you fish finder and it calls for a 3amp fuse and you are powering it off of a 15amp breaker as its feed. Then you would use a in line fuse. Hope I was of some help to you. Good Luck
