i have a 91 model mercury 25hp and it wont idle i have adjusted the screw and everything you have to start it full trottle and that ruff especilly when that means its in gear. it will trow you out lol. could it be the carb.

yes, I would take it to a shop and get them to rebuild the carb, and get the motor running good again

I would do the carb first but there is also another problem common on the 25 merc's. The gasket between the reed block and intake leaks. When this happen's there is no way to make it idle.

If you don't want to pull the carb twice, might go ahead and get the gaskets to replace the reed block gasket.
