Removing seat mount

I'm trying to remove a seat mount from the floor of my boat.  The screws just spin in place and when I tried to pry the plate up to get the screws out the screws got really hard to turn, starting to strip the head.

Is there some sort of special trick to taking these things off?

Can you get to the the under side of the deck and check if there are any nuts on the screws?  If not drill the heads of the screws with a big enough bit that the head comes off.

Try using a 41/2in angle grinder to remove the heads of the screws then put vise grips on stud and work them back and forth may want to put liquid wrench and soak over night before using vise grips. Studs will either come out or broke off in that case must drill out and re tap holes.
