I own a few baitcaster but I want to start trying some finesse techniques. What are some good rod and reel to get started?

I don't really have a budget in mind but if I were to have on maybe 400 dollars. 

Techniques I want to try are ned rig, shake head, drop shot, and just any small jerk baits.

Daiwa tatula LT and tatula rod.

Or shimano vanford and zodias rod.

These would be my two choices in that price range.

I agree, you will be very happy with this set up. The Tatula Medium Light 7'1" spinning rod with a Tatula LT 3000 will do all you want well. Under budget too.

For a little over budget you can go the Shimano route.
