Mid 80's 90HP Johnson starter issues

When cranking, starter gear with pop up to flywheel but after that starter axel (or what ever it's called) will just spin at high rpms but gear doesn't move.  I.e. the axel spins freely inside gear.   Flywheel/motor is not seized. I can move it by hand.   Is there an easy fix or is a new starter needed?

Any ideas/thoughts/recommendations appreciated.
