Connecticut River with a VT license?

I just found out that unlike most water bodies that divide states, the Connecticut River has been legally ruled to be the jurisdiction of New Hampshire.  It's not split in the middle, it's split at the low water line.  That got me thinking, does every Vermont angler who wants to fish the river have to buy a New Hampshire license?

I believe so, but NH license gets you to the first land bridge in VT. No backwater access. The river starts at the Connecticut lakes in Pittsburg, NH, just south of the Canadian border.
