Anyone know who makes this Float N Fly? I'm looking for the one on the bottom, Black and Grey. I've already contacted Punisher Jigs - they say it's not theirs, but they can make it (24 minimum order :-/)

I agree with Jim.  I just started tying my own and it is very simple.  Took me about 4 jigs worth of messups before I got the whole process right.  You'll pay app 2-3 bucks (give or take) for that jig, but you can make your own for mere cents.

You can get painted jigheads from alot of stores, but you can get lead head jigs, and some of that powder stuff and paint your own.  Even cheaper than buying them pre-painted.  I don't know about those jig heads in your picture though, none of the places I know of have that particular head type.
