The coupon is good for ANY regular priced item or ANY clearance item (minor exceptions). There's also a 20% off coupon for ANY Apparel item on clearance or on sale. I got a pair of breathable waterproof pants that were $24.99 but on sale for $19.99 for $14.99 with the other coupon.

Can I use the coupon at a store location?

You can definitely use the coupon at a store location. The circulars were in the local Sunday paper. I used mine at a local Dick's and had no issues. I see you can also use it online as well. I provided a link because Dick's puts their circular online. Check your Sunday paper first for the circular.
