How do you evaluate sensitivity of a rod when in the store?

I always string a line through it. That is the only way, IMHO< that you can tell the true action and feel of a rod. take some line with you or ask the store for a peice. Then, if you have a helper with you, have them hold the tag end tightly and then you can see the action and have them brush their finger on the line when it is semi slack. If you don't have a helper, tie the line off to something, and check the action and sensitivity. hope that helps.

do you tie the other end to the rod somewhere, put the reel you are going to use on the rod etc?

I either put a reel on it and tie off to it or wrap it around my fingers. When you wrap around your fingers you have to pay attention if you are feeling the rod or the line. I try to use mono for the line as it is the least sensitive.
