I am looking to purchase either a BSR803 or a HE269MHS for soft plastics. I would welcome and appreciate any feedback.

Why don't you go and hold both rods and see which one you like better instead of asking others which ones they prefer?

Both are great rods and both have lifetime guarantees.  I use Kistler and others use Loomis, we are going to recommend the brand we use.

The He269MH is a fine jig and plastics rod.

The BCR is the pinnacle; the retooled GLX blank coupled with recoil guides equates to the benchmark of sensitivity.  The LTX II's top of the line Rainshadow blank is good, but not on par with the GLX.
