Seriously, have you gotten a report about what waters might be open? Certainly some streams and maybe the two larger Finger Lakes, but I wouldn't count on much else.

Caution!!  The lakes around my area have ice and snow.  I'm in central NY around Cooperstown.  I would head to the Bass Pro Shops that is in Auburn  ;D  ;D

You might want to try your luck for steelhead up in the Salmon R.  

Owasco Lake in Auburn is a tremendous smallmouth fishery, but not in February.
