i live in a state where for some reson even though it is april, it is still pretty cold, low 40s. This is the first year where i am really getting into fishing and woul like to start it off with a bang. could somone give me any suggestions on what kind of presentation i should use for colder weather?

Jigs, Senkos (T or Wacky rigged) and drop shot rigs all fished slow would be my choices.

Deeper diving jerkbaits fished slow.

Although it is spring on your calender, these tecniques should help.
