An ElQuida Cell was rounded up working for Pen Dot, our state road crews. Four of five were apprehended today

             bin Stealing

             bin  Relaxin

Still unacounted for is the Cells  leader  BIN WORKIN.....who has yet to be found on any Penn Dot Crew

It's an east coast thing.  2 weeks ago, they got a crew up here too, from the RIDOT crew.
