A new Tournament / fish outing for the wounded

I have a question how do I go about starting a fish outing/ tournament. What i have in mind is to have it on one of the many waters on MCB Quantico. the catch to take along a wounded service member or purple heart recipiant. The reason i bring this up is because I am a 2 time purple heart recipiant an feel that fishing is theraputic (at least it is to me).

But with hunting season around the corner all the attention goes to it.

I once went on a fishing outing (private invite) for injured service members.

Now my question is how do I propose this an get this started.

any an all suggetstion are welcomed. an if you want I can take you around the base an show where i have been fishing around base, of course since i am new to bass fishing I have no real boat other than a rubber one. As well as haveing limited tackle an expiriance. (I have restrung my bait caster at least 4-5 times still learning)
