If you are fishing in clear water I would think that the fish would be doing one of two things either roaming or taking up positions to feed. In stained to muddy water I would say they are mostly taking up positions to feed.

I would start shallow with a spinnerbait.

i agree with will. a spinnerbait or a crankbait. match the natural forage for them.
