Well I just got back from my girlfriend's parent's lake and I caught about 10-12 small bass ranging from 10 inch - 14 inches but most of them were closer to 10 inch mark.  My girlfriends dad caught a lot of small crappie as well.   I saw multiple problems with the lake and I will list them below.  I was just curious what order you would fix the problems.  None of the fish looked sickly ill, just small.

1.  Leaking Dam

2.  Weed/Algae problem in some areas of the lake

3.  All the fish were pretty much dinks that I caught/saw

4.  Didn't see any signs of any type of minnows living in the lake/pond.

The first thing is to fix the dam!!!!!  Does he know that if the dam burst then he is liable for any damages caused by the flood?  

The fixing of the dam could fix the problems with the small size in the fish.

They may have to drain the pond in order to fix the dam, this would give him an opportunity to re stock, and this time with bass and bluegill ONLY!

As far as the fish is concered, I've read a few articles that talk about how crappie and bass compete for forage in smaller ponds and don't recommend stocking the two together.

He may have to stock more bluegill, alot more.

I would first have the dam checked out and fixed!!!!  ASAP!!!
