How Long A Rod For Flipping Over Dock Cables

I love fishing around docks; however, the cables seem to be designed to keep me out of the spots I want to get at. I typically use a 7ft spinning rod from the front of my boat. So many times I find that I'd like to have a longer rod to pick my plastic up over the cables holding the dock. What's the longest rod and action you would recommend for this type of fishing? Any specific rod recommendations at under $150? Thanks in advance.
