Are all shallow crankbaits designed for heavy cover, or just a majority of them? What are some that are not designed for heavy cover?

 Probably not the best member to answer this (trying to learn crank baits myself). There is the old saying "if you're not getting hung-up, you're not fishing in the right places". Baits with coffin or square bills come through heavy cover best...

i know I am not the best qualify fisherman either but i will tell you what I do. I do use them where there are weeds , sometimes only going underwater a few inches and get some fish. i am talking where i can see the weeds maybe about 5' down, most of the places I fish here in Az are no deeper than 15', i say 20-25 is deep for us here so any medium crank will get me close to the weeds.

Can you define "heavy cover"?  Timber, vegetation, riprap?

I use a dt-4 and on 12lb fluoro with a medium speed retrieve i can keep it at 1-2ft under and g over weed beds.  My go to lure right now is a dt-4 and they bounce off rocks and trees well and with a quick jerk most of the weeds come off of the trebles in the water.
