Is normal JB Weld Epoxy Putty water proof?
And can you paint on it?

JB Weld is fully waterproof, and it accepts paint just fine (I'm talking acrylic paint, not powder paint).

Yea it works well, I used it to repair a chip on my skeg if thats how you spell it.. patched, sanded and painted.
