even if it is out of the water though when it is trimmed up and I put pressure on it , it will stay up

I recently purchased an old skeeter bass boat in pristene condition except for one detail that I cant figure out. The boat is an 1984 Skeeter Strada F80 with an evinrude 60 horse. The trim works perfectly in nuetral but when I take off in the water no matter what position the trim is in it trims all of the way down and I canot raise it until I stop and in nuetral, then if I try yo raise it and take off agin we start back to the begining. Any help would be nice
